CNN —The United Nations’ top court struck down a demand by Nicaragua that Germany immediately halt its arms exports to Israel on Tuesday, saying it cannot issue emergency measures against Berlin under the current circumstances. However, the court also rejected Germany’s demand to strike the lawsuit from its list, meaning the case will now move on. The ruling on Tuesday only concerned whether or not Berlin should be ordered to immediately stop selling arms to Israel. Germany “welcomed the ICJ ruling” according to a statement posted by the German Foreign Ministry on X shortly after the announcement. The ICJ is still considering whether Israel is guilty of violating the Genocide Convention, a legal process that could take years.

CNN —House Republicans released the text of three bills Wednesday that would provide aid for Ukraine, Israel and the Indo-Pacific region, with the latter intended to help deter Chinese aggression in the area. Taken together, the House bills add up to about $95 billion in aid – the same amount the Senate bill included – with an adjustment that $10 billion in Ukraine economic assistance is in the form of a repayable loan, CNN has reported. Nearly $14 billion included in the bill would help Ukraine buy advanced weapons systems and other defense equipment. The Senate bill, by comparison, would provide $14.1 billion in assistance to Israel, including funds for missile defense systems and foreign military financing to help Israel reestablish territorial security and deterrence, and $9.2 billion in humanitarian aid. The Senate bill contained very similar provisions to bolster security in the region.

UNRWA suspended the staff members and opened an investigation, but some of its biggest donors have since suspended funding. U.N. officials and international aid groups have reported severe and deadly malnutrition in Gaza and have blamed Israel, which inspects every truckload aid. In some cases, crowds of people have swarmed the trucks, stripping them of supplies. The World Food Program said that only 11 of its convoys carrying food had reached the north since the start of the year.

Israel said on Friday it would send a delegation to Qatar for more talks with mediators after its enemy Hamas presented a new proposal for a ceasefire with an exchange of hostages and prisoners. Israel's ground and air campaign has killed more than 31,500 people, mostly women and children, according to the health ministry in Hamas-run Gaza. Israel says it puts no limit on humanitarian aid for civilians in Gaza and blames slow aid delivery on incapacity or inefficiency among U.N. agencies. Air and sea relief deliveries into Gaza have started, but aid agencies say these are no substitute for bringing in supplies by land.

The Israeli military confirmed that it had bombed an aid warehouse in Rafah in southern Gaza on Wednesday, saying it had “precisely targeted” and killed a Hamas commander in an attack that the United Nations said also killed at least one aid worker and injured 22 others. The Israeli military said the Hamas commander, whom it identified as Muhammad Abu Hasna, was “involved in taking control of humanitarian aid” and coordinating “the activities of various Hamas units.”UNRWA, the U.N. agency that supports Palestinians, said the strike in Gaza’s southernmost city hit one of its facilities that serves as both an aid warehouse and a food distribution center. The agency, formally the United Nations Relief and Works Agency, is the largest provider of aid on the ground in Gaza and the chief lifeline for the enclave’s 2.2 million residents, more than half of whom have been forced by Israeli military orders or fighting to cram into Rafah. The UNRWA facility was not distributing food to civilians on Wednesday, but more than 50 staff members were working at the facility when it was hit by Israeli forces around noon, according to Juliette Touma, an UNRWA spokeswoman. Physical damage to the facility appeared to be minimal, but the human toll was “quite high” and some of the 22 wounded aid workers were “severely injured,” she said.

On Friday, the European Union announced it’s opening an emergency maritime aid corridor from Cyprus to Gaza with allies including the US. The day prior, President Joe Biden announced the US Military is planning to build a temporary port along the Gaza coast to try to deliver much-needed humanitarian relief. In 2023, the nonprofit Islamic Relief raised more than $30 million in online donations during Ramadan, according to a spokesman for the organization. The charity, Human Appeal, has provided humanitarian relief in Gaza since 1991, according to Samina Taj, the organization’s associate director of communications. Since the start of the war in Gaza, Taj said their teams have mobilized to try to meet the desperate need for aid.

JERUSALEM (Reuters) - The main United Nations agency providing aid to Palestinians in Gaza is facing growing administrative hurdles from Israel, with a shipment amounting to a month's supply of food blocked in port, the agency's chief said. UNRWA has dismissed staff accused of involvement in the attack and launched an investigation. He said UNRWA had been informed by a contractor that provided handling services in the port of Ashdod that it could no longer continue working with UNRWA, following instructions from the Israeli authorities. Last week, Israeli Finance Minister Bezalel Smotrich announced on social media platform X that Israel was cancelling tax breaks previously offered to UNRWA. The decision was not formally communicated to the agency which only learned about it when the statement appeared on the platform, Lazzarini said.

But while most Israeli officials oppose UNRWA, some military leaders did not want to see it shuttered amid a humanitarian disaster in Gaza. In fact, it was not the military that disclosed the information to the United States but UNRWA itself.

What Withholding Funds to UNRWA Means for Gaza

Since the start of the war, UNRWA has coordinated the distribution of relief to Gazans suffering from displacement, hunger and illness. “Withdrawing funds from UNRWA is perilous and would result in the collapse of the humanitarian system in Gaza,” U.N. officials in a statement on Wednesday. Here’s a closer look at how the agency, formally the United Nations Relief and Works Agency, spends its funds. UNRWA operates across the Middle East, providing aid and services to Palestinian refugees, but it employs the most people in Gaza, where 1.7 million refugees resided before the war. The bulk of UNRWA’s regular budget for Gaza goes to pay the salaries of 13,000 employees, including teachers, health care specialists, engineers and sanitation workers.

DOHA (Reuters) - The United Nations Palestinian refugee agency (UNRWA) said on Thursday that it will most likely be forced to shut down its operations in the Middle East, including in Gaza, by the end of the month if funding does not resume. A string of countries including the United States, Germany and Britain have paused their funding to the aid agency in the wake of allegations that some UNRWA staff were involved in Hamas' Oct. 7 attacks in southern Israel. "The agency remains the largest aid organization in one of the most severe and complex humanitarian crises in the world," UNRWA Commissioner-General Philippe Lazzarini said in a statement. "If the funding remains suspended, we will most likely be forced to shut down our operations by end of February not only in Gaza but also across the region." Israeli authorities have long called for the agency to be dismantled, arguing that its mission is obsolete and fosters anti-Israeli sentiment, something UNRWA has vigorously denied.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) assists Palestinians in Jordan, Lebanon, Syria and the West Bank, as well as in Gaza. Some $440 million of funding has been suspended, according to UNRWA, which has 13,000 staff in Gaza. “They are weak now, they always have diarrhea, their faces are yellow,” El Jamara, whose family was displaced from northern Gaza, told CNN on January 9. “Unfortunately, many relatives and friends are still in the northern Gaza Strip, suffering a lot,” Hamouda, a father-of-three, told CNN. The first 1,000 days of a child’s life are “absolutely critical” for physical growth and cognitive development, Inglis told CNN. “It is not enough to meet my family’s needs at all,” the student, who is sheltering in a tent in Rafah, told CNN. “We simply don’t have enough, and we cannot keep up with the overwhelming needs of people on the ground,” she told CNN.
